About the Foreign Labor Certification Program

The Utah Department of Workforce Service, Foreign (a.k.a. Alien) Labor Certification Unit, acts as an agent for the U.S. Department of Labor. In this regard, our responsibility is to:

• Respond to requests for prevailing wages from employers intent on hiring H-1B non-immigrant professionals, and H-2B Temporary
• Non-Agricultural and Permanent Workers.
• Conduct pre-occupancy habitability and safety inspections of migrant housing.
• Coordinate the referral of workers to H-2A and H-2B job orders.
• Conduct agricultural surveys of prevailing wages and practices.
