State Energy Assistance & Lifeline
Utah Lifeline or the Utah Telephone Assistance Program (UTAP)
Lifeline is a federal program, known in Utah as the Utah Telephone Assistance Program (UTAP). It is approved by the Utah Public Service Commission (PSC) and the Utah Department of Commerce, Division of Public Utilities (DOC/DPU). It is funded through the Universal Services Funds (USF) approved by the Federal Communications Commission (FCC) and the State of Utah. Funds are garnered through a surcharge on telephone bills.
Under the Public Service Commission Rule R746-341-1 you may be eligible for a discount on monthly local phone service. The program provides a discount of approximately $12.75 a month for low-income households (135% of the federal poverty limit) with landline telephones. Service must be provided by a participating telephone company (see chart below). Applications are taken year round.

Our office does not administer lifeline for wireless phones, but the Public Service Commission has approved several companies to provide cell phone service to eligible low income customers. Customers can apply directly through the following companies*:
Safelink Wireless (by Tracfone Wireless)
Assurance Wireless (by Virgin Mobile)
i-wireless
Leap Wireless (by Cricket Communications)
Budget Phone (by Budget Prepay)
Q Link Wireless
*this list is subject to change as other wireless companies are approved through the PSC.
Each wireless company offers different plans and features so it is important to choose the one that best meets your entire household's needs.
According to federal regulations, EACH INCOME ELIGIBLE HOUSEHOLD CAN HAVE ONLY ONE LIFELINE DISCOUNT so it is critical to determine whether the household's needs are best met through lifeline on a landline or mobile phone.
