TRADE ACT PROGRAM: TAA FOR WORKERS

The Trade Act program (TAA) assists individuals who have become unemployed as a result of increased imports from, or shifts in production to, foreign countries. The goal of the Trade Act program is to help trade-affected workers return to suitable employment as quickly as possible. To facilitate this goal TAA certified workers may access a menu of services that include income support (Trade Readjustment Assistance or TRA), relocation allowances, job search allowances, and a health coverage tax credit. TAA participants that require retraining in order to obtain suitable employment may also receive occupational training. In addition, the ATAA/RTAA program for older workers provides an alternative to the benefits offered under the regular TAA program. Participation in ATAA/RTAA allows older workers, who meet the eligibility criteria, to accept reemployment at a lower wage and receive a wage subsidy.

To obtain TAA services and benefits, a petition must be filed with, and certified by, the U.S. Department of Labor.  The petition is a means of requesting certification in order to receive Trade Act services.  A petition may be filed by:

If certified, each worker may then apply for individual services at the nearest One-Stop Employment Center.

All TAA services and benefits have different deadlines and individual eligibility criteria. Certified workers must meet the criteria under each benefit to receive that benefit.   For more information contact the State Dislocated Worker Unit Trade Act Coordinator.
