TRADE ADJUSTMENT ASSISTANCE (TAA) SERVICES AND BENEFITS

TAA program services and benefits are provided to help eligible workers get back to work.  Certified workers who apply for TAA services and benefits may be eligible for the following:

 

Rapid Response Assistance: When the State Dislocated Worker Unit is alerted to the possibility of a layoff and/or plant closing, it responds quickly with on-site services. The Rapid Response Team will make employees aware of their eligibility to apply for the Trade Act program services and benefits and the process of petitioning for certification.  Learn more about Rapid Response Services.

 

Reemployment Services:  When the State Dislocated Worker Unit is alerted to the possibility of a layoff and/or plant closing, it responds quickly with on-site services. Job Search Allowance:  May be payable to cover expenses incurred in seeking employment outside a certified worker's normal commuting area, if a suitable job is not available in the area.

 

Relocation Allowance:  May reimburse approved expenses when certified workers must move to a new area of employment outside their normal commuting area, if a suitable job is not available in the area.

 

Training -  is provided to certified workers who do not have the skills to secure suitable employment in the existing labor market. Training is targeted to a specific occupation and provided to help certified workers secure employment at a skill level similar to or higher than their layoff employment, and sustain that employment at the best wage available. Allowable types of training include classroom training, on the-job training, and basic or remedial education, which may also include training in literacy or English as a second language.

 

Income Support - Trade Readjustment Allowance (TRA):  Is available to provide income support to individuals while they are participating in full time training.  Under certain circumstances TRA is also available to certified workers for whom training is not feasible or appropriate. Learn more about TRA (http://jobs.utah.gov/ui/jobseeker.asp).

 

Alternative Trade Adjustment Assistance (ATAA) and Reemployment Trade Adjustment Assistance (RTAA):  Alternative Trade Adjustment Assistance (ATAA) and Reemployment Trade Adjustment Assistance (RTAA) are wage subsidy programs designed to assist eligible Trade customers who obtain reemployment at a lower wage than their previous trade-affected salary.  The programs allow older workers (50+ years of age) who meet eligibility to receive a subsidy to make up 50% of the difference in wages.  Customers who are eligible under the Trade 2002 Act are eligible for ATAA benefits only.   Customers who are eligible under the Trade Act of 2009 are eligible for the RTAA program, which expands the benefits and accessibility for Trade 2009 customers.

 

Health Coverage Tax Credit (HCTC):  Workers who are eligible to receive income support (TRA) under the TAA program may be eligible to receive a tax credit or an advance payment for 65% of the monthly health insurance premiums they pay.  Note:  All TAA services and benefits have different deadlines and individual eligibility criteria.  Certified workers must meet the criteria under each benefit to receive that benefit.
