Services for youth in foster care, and youth who left foster care
at 18
You may be able to receive money from the Education Training
Voucher (ETV). ETV money is available to help youth do the
following:
- Get education beyond high school
- Get money for things you need to help you reach the goals on
your employment plan
What makes you eligible?
- Applying for ETV before turning 21
- Being in foster care and old enough to enroll in
post-secondary education
- Having received 12 consecutive months of
Transition to Adult Living services after the age of 14 while in foster care
- Being adopted from foster care after age 16
- You must also enroll in the Workforce Investment Act (WIA).

What documents will you need to prove you are eligible?
- Birth Certificate
- Identity (drivers license, school ID, social security
card, etc.)
- Proof that you have applied to go to the school of
your choice (Using the Approved Training Provider list is recommended, but you
don’t have to use this)
- Proof that you have applied for government money to pay for
school, such as a Pell Grant.
