Failure to Participate in the Hearing

If you asked for the hearing, and you do not participate, your appeal will be dismissed. The decision you appealed will remain the same.

Only evidence given at the hearing can be used by the ALJ in reaching a decision. If you do not participate in the hearing, the ALJ will only get to hear one side of the story and will base the decision on that evidence.
