Purpose

HOME-ARP funds will be used to acquire and develop non-congregate shelter (HOME-ARP NCS) for individuals and families that meet one of the Qualifying Populations defined in the CPD Notice. NCS provides private units or rooms as temporary shelter to individuals and families and does not require occupants to sign a lease or occupancy agreement. This activity may include the construction of new structures or the acquisition and/or rehabilitation or existing structures (such as motels, nursing homes, or other facilities). Funds will also be used to provide a case management or service plan for the residents of the non- congregate shelter.

Eligibility Requirements

Minimum Requirements

  1. Applicant must be authorized to do business in the State of Utah.
  2. The project must be in the State of Utah.
  3. Applicant must have financial capability, secured capital, fiscal management system, and the personnel needed to sustain the project for the duration of the restricted use period.
  4. Applicant must have experience developing or operating non-congregate shelter properties or similar facilities within the last (5) five years.
  5. Any subcontractors Applicant intends to use, must have experience developing or operating non-congregate shelter properties or similar facilities within the last (5) five years.
  6. Able to fully expend awarded funds within (3) three years of contract execution.
  7. Able to complete the required environmental review as described in the HOME-ARP CPD Notice 21.10.

Restricted Use Period

  1. Projects must comply with HOME-ARP requirements during the restricted use period established in the HOME-ARP Notice, see HOME-ARP Program Fact Sheet.
  2. The following is the restricted use time period by project type:
    1. New Construction: 15 years
    2. Rehabilitation: 10 years
    3. Acquisition Only: 10 years
