Purpose

In the 2022 General Session, the Legislature of the State of Utah allocated $55,000,000.00 of Federal funds from the American Rescue Plan Act (ARPA) to establish the Office of Homeless Services Deeply Affordable Housing Fund also referred to in the legislation as the Homeless Housing and Services Grant Program. This competitive grant program, administered by the Department of Workforce Services (DWS), Office of Homeless Services (OHS), is intended to fund one or more housing projects that include units that are affordable for households whose income is no more than 30% of the area median income (AMI) and who have been impacted by the COVID-19 emergency.

OHS is requesting grant applications for projects that will provide a broad range of supportive services to individuals and families that meet one of the qualifying populations as defined in CPD Notice. There are three categories specifically included as supportive services under HOME-ARP: McKinney-Vento Supportive Services, Homelessness Prevention Services, and Housing Counseling Services. These may include services such as: Costs of assisting eligible program participants to locate, obtain, and retain housing; Rental application fees; Security deposits; Utility deposits; Payment of rental arrears.

Minimum Requirements

  • Projects must be within the State of Utah.  
  • Projects must serve qualifying populations.
  • Projects must comply with HOME Investment Partnership Program, outlined in 24 CFR Part 92 and HUD Notice CPD-21-10
  • Projects must comply with Attachment B – Scope of Work.
