Purpose
The Temporary Assistance for Needy Families (TANF) program is designed to help low income families achieve self-sufficiency. States receive block grants to design and operate programs that accomplish one of the purposes of the TANF program. This grant opportunity focuses on TANF Purposes 3 and 4.
3: Prevent and reduce the incidence of out-of-wedlock pregnancies.
4: Encourage the formation and maintenance of two-parent families.
Eligibility Requirements
- Applicants are required to use a research-based design or model shown to directly support either:
- The reduction of out-of-wedlock pregnancy as outlined in TANF Purpose 3; or
- The support or maintenance of two-parent families as outlined in TANF Purpose 4.
- Applicants must select one service from the list below. If providing multiple services, the applicant must submit a separate grant application for each service.
- Financial Capability/Asset Building
- Youth Development
- Applicants receiving funding through other TANF grants must explain how the services in this grant are different from what they are already receiving funding for.
- Applicants will be required to submit quarterly and annual progress and outcome reports using templates provided by DWS. Grants may be terminated for non-compliance.
- Any negotiated outcomes related to wages or earnings will be reported and validated through DWS wage data. This will require entering into an information sharing agreement with DWS to provide this information.
- Subcontracting:
- Applicant is solely responsible to provide program administration and may not subcontract to another entity to administer any part of the program. Program administration includes, but is not limited to:
- Hiring and employing the program coordinator or director
- Responsibility for program structure and development
- Operating as the DWS grant contact
- Providing DWS progress and financial reports
- Maintaining fiscal accountability
- Ensuring program compliance
