Purpose

Description: DWS is requesting grant applications to allow organizations to expand, integrate, or develop programs that will assist families to move out of poverty. Programs are intended to serve low-income, at-risk families and provide services under the identified TANF Purposes. Awarded organizations will be required to verify Citizenship or Employment Eligible status for all program participants. In addition, some services offered by providers will require complete TANF eligibility determination. (See Attachment F - Appropriate Use of TANF Funds). Organizations must provide one of the following services:

  1. Financial Capability and Asset Building; or
  2. Youth Development

Eligibility Requirements

Mandatory Requirements

The following are mandatory requirements to be eligible for the TANF Capacity Building FY27 Grant. Applicant must acknowledge and agree to comply with these requirements in order for is application to be scored.

  1. Applicant agrees to verify Citizenship or Employment Eligible Status for each participant prior to providing TANF programming and services.
  2. Applicant agrees to conduct Pre and Post surveys that can be individually matched to each participant to demonstrate positive outcomes.
  3. Applicant understands that conducting surveys in school settings may require prior parental consent, in accordance with Utah Code 53E, Chapter 9 and that individual School Districts may require that this permission be obtained well in advance of programming.

Other Requirements

  1. Applicants are required to use a research-based design or model shown to directly support either:
    1. The reduction of out-of-wedlock pregnancy as outlined in TANF Purpose 3 (Youth Development); or
    2. Encourage the formation or maintenance of two-parent families as outlined in TANF Purpose 4 (Financial Capability).
  2. Applicants must select one service from the list below. If providing multiple services, the applicant must submit a separate grant application for each.
    1. Financial Capability and Asset Building
    2. Youth Development
  3. Applicants receiving funding through other TANF grants must explain how the services in this grant are different from what they are already receiving funding for. And if awarded, may be asked to provide a cost allocation plan.
  4. Applicants will be required to submit quarterly and annual progress and outcome reports using templates provided by DWS. Outcomes must be measured each quarter of the fiscal year. Grants may be terminated for non-compliance.
    1. Any negotiated outcomes related to wages or earnings will be reported and validated through DWS wage data. This will require entering into an information sharing agreement with DWS to provide this information.
  5. Subcontracting:
    1. Applicant is solely responsible to provide program administration and may not subcontract to another entity to administer any part of the program. Program administration includes, but is not limited to:
      1. Hiring and employing the program coordinator or director
      2. Responsibility for program structure and development
      3. Operating as the DWS grant contact
      4. Providing DWS progress and financial reports
      5. Ensuring program compliance
