Eligible Training Provider Application

If you represent a school, college or university and would like to become an eligible training provider of adult education, occupational skills or post-secondary education, please proceed with this application.

Students: This is not the correct application for you to complete. Please visit jobs.utah.gov/career, then select the link for the training support you need, click "How to Apply" and then "Apply Now".

Registered Apprenticeships: If your school offers Registered Apprenticeship training and has a sponsoring employer, do not complete this application. Instead email dws_trainingproviders@utah.gov for assistance.

Background

The Workforce Innovation and Opportunity Act (WIOA), passed by Congress in July 2014, requires training providers to share performance, cost and program details to help students make informed choices. WIOA governs the requirements for schools to become eligible for funding from the Department of Workforce Services (DWS) participants.

Requirements

To qualify, your institution must:

• Have been in business as a training provider and training students for at least two years.
• Be registered with the Division of Consumer Protection as a Post-Secondary School (or be exempt in accordance with Utah code section 13-34-111).
• Be located in the state of Utah or, for out of state training providers, without a training location in Utah, you must be on the Eligible Training Provider List in the state where your main or corporate office is located. 
• Maintain an average federal loan default rate of less than 31% for the last three reported years or have an active plan to reduce it below 31%.
• Be able to train students directly without relying on contractors or subcontractors.
• Comply with all applicable laws to operate as a school, including maintaining necessary accreditation, licensing, registration, and certification.

Program Requirements:

• Each program must have had a graduating class/individual at least six months prior to application submission. Submissions must include the following data for the last program year (July 1 through June 30):
  • Number of students enrolled
  • Number of students who obtained a completion credential
  • Number of students who exited (defined as completion, withdrawal, or transfer)
  • Number of students who obtained employment in the second quarter after exit
  • Median Earnings in the second quarter after exit
  • Average Earnings in the second quarter after exit
• If applying for an online program, the curriculum must include assigned and returned lessons, a mechanism for interaction with instructors or qualified advisors and periodic testing.

Apply for Eligibility

To initiate an initial eligibility determination for the Eligible Training Provider List you must submit an application for your school and one program.  If you meet the above requirements, click here to start the appliication process.

After you complete the initial application, a DWS representative will email you regarding the next steps. Once all requirements are completed, it may take up to 45 days to approve.

Please note that DWS cannot pay for any costs incurred prior to approval.

Upon Approval

• You must prominently post the DWS Equal Opportunity Notice.
• Your school’s program information will be placed on the Eligible Training Provider List.
• DWS customers will choose the program that best meets their needs and will contact you directly if your program is chosen.
• Every year you will be required to submit current documentation and renew each of the approved program(s).
