Workforce Development Month

September is Workforce Development Month. Workforce Development Month is all about recognizing that a skilled and adaptable workforce is the backbone of every successful organization. Throughout this month, we invite you to explore initiatives, resources and strategies designed to elevate your team’s capabilities, foster innovation and drive your company’s continued success.

Workforce development programs play a pivotal role in fostering economic growth and development in our ever-changing world. In addition to enhancing competitiveness, workforce development programs promote economic resilience. In a fast-paced job market, individuals need to stay relevant and adaptable to remain employable.

The department’s Workforce Development Division is a great resource offering many services to help businesses be successful. Over the past year (July 2023 - July 2024) we have served 41,122 employers and 853,201 job seekers. To explore data on services provided in your county, click here.


Did you know? 

As Utah’s job connection, the Department of Workforce Services has a team of workforce development specialists to help you explore and invest in creative and proactive solutions for your business that also contribute to the frameworks that develop talent and provide learning opportunities.

An investment in staff development doesn’t necessarily have to mean “classroom” training. These opportunities could include creative solutions such as worksite learning opportunities like on-the-job traininginternships and apprenticeships.

Additionally, exploring other ways to fill temporary gaps that job seekers or employees may be experiencing through resources in areas such as transportation, work clothes, equipment or certification renewal fees may provide ways to obtain and maintain your workforce. Opportunities to fill these needs can be found through various avenues such as subsidized wages or other resources for eligible candidates to promote skill enhancement through the programs offered by the Department of Workforce Services or community partners.

The Department of Labor recognizes that businesses in many industry sectors are experiencing work and skill shortages citing the reality of fewer young people available to join the workforce than baby-boomers leaving it.

Military Appreciation Month

As Military Appreciation Month comes to a close, we express our gratitude to all Veterans, military members and spouses for their service to our country. We honor their sacrifices and appreciate their dedication to protecting our freedom. We want to recognize our employees who are also Veterans. They bring great perspective, dedication and experience to our team. Find out more about some of our Veteran employees below.

Erik Oswald

Erik Oswald, an Army veteran, works in our St. George office and shared: “My military service taught me self confidence, discipline, resilience, the power of teamwork, how to manage stress and that I can do hard things. Never miss an opportunity to say I love you or make that phone call. Seeing the hardship and life in other countries has made me truly appreciate things and the love I have for this country.” Thank you for your service, Erik!




Samuel Hendricksen

We’d like to thank Samuel Hendricksen for his service in the United States Air Force. He has been an integral member of the Department of Workforce Services for 20 years. In Samuel’s words: “The military helped me learn more about how to serve, be compassionate toward my fellow man and be grateful for what I have. I have also learned that family has come to mean more than any possession I could buy in this world. Life can be fragile and end at any time. So, I have used this to help me help others in my career at Workforce Services, to give resources and services to others to help them achieve self-sufficiency to support themselves and their families.”




Michael Mowes

Michael Mowes currently works in our Housing and Community Development Division. Prior to that, he served in the U.S. Army for over 29 years. Michael said, “As I reflect on my time in the military, I remember how natural it seemed. Maybe not as much in the beginning, but I truly enjoyed my service in the Army. It wasn’t always easy. Not for me, and especially not for my family. There were long hours when we were in garrison training. There were long periods away from my family when deployed. We moved often, once only nine months after having previously moved. There are a few “I wish I could’ve been there when…” and I’m sure my children missed me being at birthdays, ball games and school events, but I’m sure proud of how my children turned out – two sons went on to serve in the military, one son works as a social worker helping military members deal with PTSD and day-to-day stresses and my daughter works as a medical assistant. I’m grateful for my service in the military and how it was an example to my children to make service a part of their lives. I’ve tried to continue to serve even after the military, one of the reasons I chose to continue working with the Department of Workforce Services. I feel more complete when I feel like I’m helping others.” Thank you for your service Michael!




Mily Santos

We have been lucky to have Mily Santos as a member of our team for 21 years. She served with the U.S. Army Reserve for six years. Mily states: “My military service opened a door of knowledge and opportunities. I was fortunate to serve during peacetime in the U.S. Army Reserves in Puerto Rico at two hospital units. First I was a medic…and later was given the opportunity to complete pharmacy tech training…Serving others in need has always been part of my life and being part of a hospital unit was perfect. During my service our unit had the opportunity to serve our island during natural disasters, which was an amazing experience, and at a local hospital administering services for low income families. This service blessed me with the  knowledge that I can do many things, to help myself and others, become self-sufficient and an example to others.” Thank you for your service Mily!


Jason Stanger

We are pleased to recognize Jason Stanger, a member of our Workforce Development Division, for his 18 years of service in the U.S. Marine Corps. On his experience, Jason reflects: “My career in the military increased my understanding of responsibility and work ethic. Helping recruits find a job in the military that they would like and be successful at has helped prepare me for my employment at Workforce Services on the Clearfield Connections Team.” Thank you for your service Jason!




Rafael Ponce

Rafael Ponce, a member of our Workforce Development Division, served 45 years of combined active duty, air reserve and civil service for the United States Air Force. On what he learned from his service, Rafael states, “The Air Force has enhanced my life by providing me with a rewarding career in aviation. I was able to travel and meet people all over the world. The Air Force provided a trade skill and an education including both a bachelor’s in education and a master’s in counseling. The combination of education, travel and experience has broadened my perspective on life. My understanding of other cultures, histories, beliefs and values has helped me raise my family and better serve the customers of Workforce Services.” Thank you Rafael for your service!




Robert Simone

Robert Simone has been a member of our Workforce Development team for three years. We’d like to thank him for his service in the United States Coast Guard. Robert spoke of his service, saying, “The military was a complete change for me; it was not easy, but well worth it. It taught me discipline and understanding of the world to allow me the ability to see a whole picture. I have learned to appreciate the little tasks to accomplish goals and missions. My military experience has been a help in both work life and my personal life especially with my family. The military has given an appreciation for an eclectic family knowing anyone can become a brother or sister in a time of need. It has also helped in my family as my wife and I have adopted a beautiful daughter in her time of need.”




Michael Johnson

Michael Johnson, a Workforce Development Division employee, is a Veteran of the United States Marine Corps. This is what he reflects of his service: “The rigorous training and discipline I learned in the Marine Corps translated into strong leadership and organizational skills, which I find are highly valued in the private sector. The challenges I faced and overcame during service lead to significant personal growth. The military alumni network is vast and can provide substantial career networking opportunities. Being part of this community can open doors that might otherwise remain closed.” Thank you for your service Michael!




Monty Peart

Monty Peart, one of our Workforce Development team members, served in the United States Air Force. He stated, “Military teaches discipline, self-reliance and Honor…My Credo: Pain is temporary, Honor is forever.” Thank you for your service Monty!


Daylei Dekry

Daylei Dekry served in the United States Marine Corps for four years of active duty. On her experience, she says, “My time in the Marine Corps has benefited my family by developing lasting friendships and it has allowed me to discover my passion and drive for helping people.” Thank you for your service Daylei!




Shayne Hudson

We’d like to thank Shayne Hudson, a member of the Workforce Development Division, for his six years of service in the United States Navy. In his own words, here are some things he learned, “A profound better understanding of what it means to be a US Navy Sailor/Hospital Corpsman and an American citizen, as well as the constitutional freedoms afforded us that are not elsewhere in the world. The huge appreciation and gratitude from my family, friends, co-workers, and neighbors. Being a Veteran has afforded me many tangible benefits for my life and my family's lives. We're much better off because I served in the military. Me, my wife, and my children have been afforded assistance for many things with our home, vehicles, travel, education, employment and other small benefits too many to name. Last, but not the least, the experiences I've had both on land and at sea! I will never have them anywhere else nor will I ever forget them, both in peace time and in war time. I love America! She is prized above all other nations!”

Art Fracchia

Art Fracchia has been a long-time part of Workforce Services. He served for 22 years in the United States Navy. On his service, he reflects, “My time in the military has given me the experience and skills to work with others no matter where they come from. The ability to listen and understand different backgrounds. To help teach and lead others to a common goal." Thank you for your service Art!


Work Opportunity Tax Credit


With 2024 in full swing and tax season upon us, now is the perfect time to explore the benefits of the Work Opportunity Tax Credit (WOTC)a valuable opportunity for employers statewide.


WOTC is a federal tax credit incentive program, provided to employers for hiring individuals from certain target groups. By participating in WOTC, you not only expand your talent pool but also benefit from tax incentives, making it a win-win situation for your business and the community.


With Utah’s challenging hiring landscape, WOTC is a great incentive to consider as you build your workforce. By hiring untapped populations, you not only address your workforce needs but also contribute to breaking down barriers to employment. These populations, often overlooked, might just hold the talent your business needs.
