Purpose
The Deeply Affordable Housing Fund (DAHF) was established in 2022 by the State of Utah Legislature through American Rescue Plan Act (ARPA) funding. DAHF provides the capital funding needed to create units across the state to serve individuals at or below 30% of the Area Median Income (AMI). Projects that receive awards from DAHF may provide adequate case management services for individuals in DAHF-designated units. DWS-OHS will prioritize DAHF Round IV funding for projects that will create homeless-dedicated units.
Eligibility Requirements
Minimum Requirements
- The project must be located in Utah.
- Applicants must have the capacity to create units across the state that will service individuals at or below 30% of the Area Median Income (AMI) for households of the same size in the county or municipality where the project is located.
- Applicants must provide unit(s) at rental rates no greater than the rates described in 35A-16-602(2)(II) or HUD published Fair Market Rents FMR), whichever is lower.
- Applicants must adherence to all requirements set forth in the Scope of Work and executed contract.
- Applicants must comply with applicable Utah Code 35A-16-602.
- Applicants must comply with all current and future American Rescue Plan guidance and State and Local Fiscal Recovery Plan guidance. (https://home.treasury.gov/policy-issues/coronavirus/assistance-for-state-local-and-tribal-governments/state-and-local-fiscal-recovery-funds).
- Applicants must fully expend awarded funds by December 31, 2026.
Additional Requirements
- The Utah Homeless Services Board (UHSB) will consider the following criteria when reviewing applications:
- An applicant's rental income plan.
- Proposed case management and service plans for households.
- Any matching funds proposed by an applicant.
- Proposed restrictions, including deed restrictions, and the duration of restrictions on housing units to facilitate long-term assistance to households.
- Any other considerations as adopted by the board.
