Purpose

In the 2022 General Session, the Legislature of the State of Utah allocated $55,000,000.00 of Federal funds from the American Rescue Plan Act (ARPA) to establish the Office of Homeless Services Deeply Affordable Housing Fund also referred to in the legislation as the Homeless Housing and Services Grant Program. This competitive grant program, administered by the Department of Workforce Services (DWS), Office of Homeless Services (OHS), is intended to fund one or more housing projects that include units that are affordable for households whose income is no more than 30% of the area median income (AMI) and who have been impacted by the COVID-19 emergency.

OHS is requesting grant applications for projects that will create new housing units that are affordable to the qualifying populations and that facilitate the movement of households experiencing literal homelessness, as defined in Federal Code 24 CFR 576.2, into safe, stable housing.

Eligibility Requirements

Minimum Requirements

Projects must be within the State of Utah. Only permanent housing projects are eligible for this funding. Additionally, in order to be considered eligible for this grant, the following requirements must be met:

The permanent housing project must serve households: 

  1. Whose income is no more than 30% of the Area Median Income (AMI) for households of the same size in the county or municipality where the project islocated;
  2. At rental rates no greater than the rates described in HUD published Fair Market Rents (FMR) (Subsection 35A-8-511(2)(b)); and
  3. That have been impacted by the COVID-19 emergency in accordance with 42

3. Up to 95% of awarded funds may be initially provided as negotiated with OHS upon
receipt of proper documentation.
4. No less than 5% of awarded funds will be provided upon submission of complete and
final expenditure documentation, including payroll reports, invoices, and any other
documentation that is applicable.
5. Monthly expenditure summaries must be submitted to OHS via email reflecting the
actual expenditures of funds provided to grant recipients.
